Here is a list of VPN services that I have some reason to believe are trustworthy or more precisely have not yet been proven to be scum. There are different reasons I trust these services and they are not all equally suited for any possible purpose, but all have their merits. Again, it all depends on what you are protecting and what level of a target you are..

Mullvad - For the paranoid (or smart)

So this service ticks all the relevant boxes on the paranoia checklist. No registration info and anonymous payments. Likely no refunds either..

ProtonVPN - For everyday use

The ProtonMail guys forked out from CERN and started a privacy conscious encrypted e-mail service. They seem very well informed and have just the right kind of principles for the business. Their blog is also a very good source of understandable security advice. ProtonVPN uses open source software that has been audited by a third party.

TunnelBear - A trusted regular

A VPN service from Canada, that acts reasonably well and has been audited for security by a third party.

Freedome - The corporate option

Run by F-Secure, the users of this service are so straight that even China used to let this one slide. Mostly used by corporate types and people who buy VPN from the store.

Insta - The pro corporate vpn for Finland

I would buy this if I started my own bank or large international corporation. Finland is a reasonably good jurisdiction, even though the government recently got more power for snooping online. Finnish companies in general are trustworthy and mostly concerned with technological expertise, instead of trivial things like marketing and such.

If you have suggestions, I'd be glad to check them out if I have time. None of these services paid me for anything. I spent money on some of them and have found them while researching options professionally.
